ARTICLE 01

Purpose & identity

Veltria is an independent, voluntary digital community exploring shared values, technology, and civic collaboration. Its purpose is to connect people, not to assert sovereignty.

ARTICLE 02

Equality & non-discrimination

All participants are entitled to equal dignity and respectful treatment. Discrimination based on origin, race, religion, gender, disability, or other personal characteristics is not acceptable.

ARTICLE 03

Freedom of expression

Members may share ideas, ask questions, and disagree respectfully. Threats, harassment, hate speech, unlawful content, and deliberate deception are outside the bounds of participation. Moderation should be proportionate and explained.

ARTICLE 04

Privacy & responsible data

Only information necessary for community participation should be collected. Data practices must be explained, and members should be able to request access, correction, and deletion when operational services are established.

ARTICLE 05

Transparency & accountability

Community decisions, procedures, and any use of shared resources should be documented in an understandable form. Proposed leaders and moderators remain accountable to published community rules.

ARTICLE 06

Democratic participation

Eligible members should have fair opportunities to propose ideas, discuss alternatives, and participate in consultations. Eligibility, voting periods, and the effect of each consultation must be stated before voting begins. No operational voting is established in this preview.

ARTICLE 07

Peaceful conflict resolution

Disputes should be addressed through dialogue, clear moderation procedures, and a fair opportunity to appeal when a moderation system becomes available. Violence and threats have no place in Veltria.

ARTICLE 08

Amendment procedures

Proposed amendments should be publicly discussed and published with a rationale. Before a binding amendment process is established, notice periods, eligibility, quorum, and approval thresholds must be openly defined. This draft does not invent those thresholds.

ARTICLE 09

Limits of legal status

This is a community constitution for a digital project, not a national constitution recognized by any government. Veltria has no sovereign territory, governmental authority, diplomatic recognition, or power to issue official identity documents. Membership is not legal citizenship.

How amendments work

Any member may propose an amendment through the Proposals page. Amendment consultations remain open for at least 14 days, and results are published publicly. Amendments are advisory until a ratified governance framework is in place; every adopted change will be recorded here with its date and consultation record.
